All Enemies List:
Here is the list of all the enemies that you will face in Just Cause 3, with the locations, where you will possibly encountered.
Private
- Name: Private
- Health: 60
- Weapons: U-39 Plechovka
- Location: All regions
Privates are the fire troops and can be found on all over the island nation. And they are not dangerous individually. But they often in appear in squads that can pose a real threat to the rebels due to their numbers. They are easily killable because they have no armor and no resistance.
Armored Driver
- Name: Armored Driver

- Weapons: U55 S Pozhar
- Location: All regions
These drivers can be found in land based military vehicles. They are useless when pulled out of their tanks and APC’s. Either shoot them with any of your weapons or get into their vehicles and turn the guns against their previous owners.
Airplane Pilot
- Name: Airplane Pilot

- Weapons: U55 S Pozhar
- Location: All regions
Airplane are just like the Armored Drivers. When pulled out of the airplane they cannot harm you much. If you’re on the ground, they can try to fight back, but will not threaten you for long.
Helicopter Pilot

- Location: All regions
They are another form of vehicle drivers. Use your weapons to kill any passengers before you go after the Pilots, and then commandeer their vehicles.
Scout
- Name: Scout

Scouts can be found in story missions. They come after you on bikes and keep shooting you. They are dangerous but cannot survive much in return fire. Shoot out their front tires and watch the hapless bikers go tumbling.
Machinegunner
- Name: Machinegunner

- Location: All regions
Only staggers from high caliber weapons such as sniper rifles, miniguns, and revolvers. Machinegunners have more damage than the troops and scouts and covered so far. They are tough to kill so you need to shoot few shots to put them in the dirt. Heavy single-shot weapons are the best when you’re attacking Machinegunners. Sniper rifles let you aim well, shoot for the head, and keep these enemies staggered.
Sniper
- Name: Sniper

- Weapons: USV 45 Sokol
- Notes: Switches to Pistol when at close range.
- Location: All regions
Whenever you see a laser light from sniper, just take cover or you’ll be dead. They are easy to kill because they have low health and they are useless in close range. Trace the line of their lasers back to the source to find the Snipers quickly. Then use your long range weapon to finish them off.
Demolition
- Name: Demolition
- Health: 250
- Weapons: UVK 13
- Location: All regions
Only staggers from high caliber weapons such as sniper rifles, miniguns, and revolvers. Switches to pistol when at close range. These troops are tough to take down and need many shots. Like Snipers, they’re best eliminated at close range because they only have pistols to rely on. Stay behind cover and ensure that you have a place to retreat to if you start taking too much damage.
Paratrooper
- Name: Paratrooper

- Notes: Doesn’t stagger from fine caliber weapons such as pistols and SMGs.
- Location: All regions
Paratroopers have good armor and good amount of health so they are not easy to kill. They’re a substantial threat and come in decent numbers if you see them at all. Try to kill these guys before they land because they cannot dodge while descending. Once they hit the ground, they spread out and act like Elites so take them down quickly in the air.
Elite
- Name: Elite

- Location: All regions
Elites have decent health and good weapons and are deployed in any area where the fighting gets heavy. If there are troops clustered around an Elite, use grenades or other explosives to bring the group down quickly instead of taking their hits while you deal with the Elite.
Commander
- Name: Commander
- Health: 300
- Weapons: Varies
- Notes: Spawns in some military bases.
- Location: Military bases, all regions
You’ll meet with them while performing a harder liberation because Commanders are found in military bases. They can be killed easily by vehicle attacks but there are other ways also. Lay explosives around a corner and detonate them when the Commander comes closer to attack you; snipe them, etc.
Guard
- Name: Guard

- Location: All regions
Guards are very easy to kill at medium or long range because they have very low health. But they can deliver good amount of damage in close combat because of their SMG’s. so try to take them down from a safer distance.
Assault Trooper
- Name: Assault Trooper

- Weapons: U96 Kladivo
- Notes: Their hits will “stun” you for a short while.
- Location: All regions
Assault Troopers can be very dangerous because they can stun you with their attacks. As soon as you spot these guys, back off and find cover. The farther away you can engage them, the easier it is to avoid their staggering shots.
Drm Private
- Name: DRM Private
- Health: 60
- Weapons: U55 S Pozhar
- Location: Police stations
DRM Privates aren’t any better than their regular militia equivalents. They’re almost harmless and can easily be eliminated.
Drm Swat
- Name: DRM Swat
- Health: 350
- Weapons: CS Wraith 225R
- Location: Police stations
DRM Swat troopers are stronger than privates and can be found in police stations. They are defenders of police stations and are very dangerous because of their high damage and health. Use buildings/walls as cover, toss grenades, fire at long range, and keep away from SWAT troopers until they’re badly wounded or killed outright.
Drm Captain
- Name: DRM Captain
- Health: 250
- Weapons: Urga Vdova 89
- Location: Police stations
Captains are the guards of their police stations with LMG’s. They provide heavy and continuous fire to support their allies. If you spot them, take out the Captains before worrying about the SWAT.
Black Hand Private
- Name: Black Hand Private
- Health: 410
- Weapons: CS Predator
- Notes: Doesn’t stagger from fine caliber weapons such as pistols and SMGs.
- Location: Region 2 bases, region 3 bases and outposts.
These privates are just like elites but they even have more health. They are tough and need decent tactics and weaponry to defeat them unless they’re isolated.
Black Hand Ghost
- Name: Black Hand Ghost
- Health: 500
- Weapons: CS Wraith 225R
- Notes: Only staggers from high caliber weapons such as sniper rifles, miniguns, and revolvers.
- Location: Region 2 bases (rare) and region 3 bases.
Black Hand Ghosts have more health and powerful SMG’s and they fire very quickly. Sniper rifles are the best weapons to take them down because they are very deadly in close range.
Black Hand Titan
- Name: Black Hand Titan
- Health: 1200
- Weapons: Urga Vulkan
- Notes: Doesn’t stagger.
- Location: Region 2 bases (rare) and region 3 bases.
Nothing is more deadly than Titans. They have big health pool and, deal massive damage, and won’t stagger no matter what you’re hitting them with. It’s like killed or be killed. But they are not common and attack only when you’re going after high-level bases. Once you start seeing them, use vehicles so that you get a bit of extra cover while you’re fighting.
