In order to progress through Rico’s story, you must liberate settlements. There are many story missions in the game which have a number of settlements which need to be liberated before starting of those missions. In order to liberate any settlement you need to destroy all military assets within it.
Certain towns also require you to deactivate monitoring systems and overtake the police station. This guide will help you to find all military assets and challenges in every settlement.

Liberation progress can be found in the Progress menu, which provides a breakdown of discovered and liberated settlement totals by region and settlement type.

Capital, Villages & Towns
Capital, villages and towns, all of them have similar military assets. Towns are bigger as compared to villages and have those assets and more like monitoring systems, propaganda vans, projectors, and captains. The difference is that capital and towns have police station. The police stations have their own challenges.
After beating the police station challenges and the monitoring system and destroyed all assets, you must then raise the Rebel flag to call it liberated. After liberating the capital, villages, or towns, you are sometimes rewarded with a garage, a challenge, and maybe a Rebel Drop vehicle or weapon unlock.
Outposts
Outposts are smaller than bases and primarily service Di Ravello’s campaign in the fields of communications, power production, refueling, oil drilling, and air support. They come in many sizes and varying amount of defensive power.
Airbases
There are only two airbases in Medici and they’re extremely fortified with tremendous air support. When liberating them, you need to take out their surface to air defenses early in the battle. In this way you easily turn their air force against them.
Bases
Bases vary in their size and the amount of their defensive capabilities. Expect to battle airdropped reinforcements and a base commander in some. Liberation of bases rewards you Rebel Drop weapon or vehicle unlock and/or challenges such as a wingsuit course, Land and Sea races, a Demolition Frenzy, or a Crash Bomb challenge.
Radars
There are three radar bases in Medici: two are located in Insula Fonte (Vigilator Nord, Vigilator Sud), one is located in Insula Dracon (Puncta Sud). Radars are very big compounds are heavily fortified and liberation rewards are same as Village, Towns and Bases.
Region Central Commands
These regions are called Centcom for short and they are Di Ravello’s theater-level combatant command fortresses. There are three Centcoms in Medici. They all hold vital information to Di Ravello’s army, such as Bavarium research, and are the strongholds from which Di Ravello regional commanders keep Medici under dictatorial control.
Challenges:
There are 9 different Liberation Challenges that you need to complete in-order to complete the game 100{ad0b53be2d5c5d18a99e20ff09d5b2ab365deb4c843e9bf9a16eb8b27c6b832d}. Below you will find the detail of each challenge, also tips to beat them.
Police Stations
There are police stations in towns and taking their control is difficult. In order to liberate a town you nee to take control of a police station. In all police stations you must raise a Havoc Meter to 100{ad0b53be2d5c5d18a99e20ff09d5b2ab365deb4c843e9bf9a16eb8b27c6b832d} and open a gate (or gates) to allow the Rebel resistance to enter, assist, and take control.
Calling In Rebels
To call in Rebels, you need to open each gate in police station. Gates can opened by pushing the button near the gate. Or you can tether the lowered gate to the top gate frame and reel in to force the gate open. Even if you release the tether afterward, the gate remains open.
Filling The Havoc Meter
The other challenge on liberating the police station is to cause so much havoc that you fill the havoc meter. You need to flyover or are in in the grounds of police station to activate this challenge. Havoc caused outside the police station does not fill the Havoc Meter. In order to cause havoc, you must blow stuff up. If you blow up the military assets in the police station then it’s a good thing but this will not fill the meter. You need to blow other stuff too such as vehicles parked inside, explosive barrels, and the actual walls in and around the police station.
Releasing Prisoners
Not every police station have prison. But if they have, then you need to hack the jail cells and release the captives. This is best done once the Rebels have been called in so that the militia inside the police station have something else to shoot at besides you.
Police Station Liberation Tips
As with any base, town, or outpost, it’s always a good idea to assault the destructible while piloting an attack helicopter. If the heat comes on strong, then attack the police station first. That way, if you lose the helicopter in battle, then the timeliest challenge—raising the Havoc Meter—has already been accomplished.
Disable Monitoring System
There are some monitors in the towns which needs to be disabled in specific amount of time. You need to push the button on the meter to disable it. The fastest way to reach each one is to grapple, parachute, or wingsuit it—and sometimes a combination of all three. Grappling is the best and fastest way but it won’t help you every time to reach the monitor. Aim for the actual monitor pole or the rooftop just below the pole to be pulled directly toward the monitor. Grapple out of a parachute glide to quickly reach your destination.
Bavarium Excavators
In the Bavairum mining fields there are many Bavarium Excavators. They are heavily guarded by you must destroy them. They gave two main components: the body and the drilling arm. You must destroy both to completely wreck the Excavator.
Excavator Body
To raze an Excavator, you must destroy its eight generators on the top platform. There are four on each side. Some are equipped with Capstone FH155s on each side, which allows you to finish them off pretty quickly. But be careful because the main platform explodes when you destroy the final generator.
Excavator Drilling Arm
If destroying the generators does not destroy the excavator then you need to destroy the drilling arm. There are seven main target points on the arm: the extension arm joints (colored red) and then the motor at the fulcrum of the arm. But the weakest ones are the two joints on the extension closest to the platform itself. Blow them up with explosives or rocket. Usually destroying these two is enough to eliminate the drill; however, sometimes you must also hit another target farther up the arm.
